Job Summary:

The Historic Preservation Team Manager is responsible for the review and approval of documents under the National Historic Preservation Act and other Federal and State archeological laws as well as providing staff environmental guidance for ADOT construction projects and operations through effective planning, organizing and performing complex analytical environmental research involving multiple technical and professional disciplines and processes.

Will manage professional staff as well as technical programs with the negotiations and effective resolutions of conflict influencing community groups, Tribes and insuring positive responses and cooperation. Hires and trains professional technical staff, providing guidance and coaching, tracking and driving deadlines for deliverables, resolve disputes, lead meetings and resolve complex problems along with the development of policies and standard work.

Job Duties:

Provide guidance and assistance to Historic Preservation Team (HPT) review of Section 106 consultation letters; memos; Historic Properties Treatment Plans (HPTP), Memorandums of Agreements (MOA), Programmatic Agreements (PAs) and NEPA Documents (EA/EISs). Hiring and Training of professional technical staff, performance management and mentoring.for productive performance levels. Assign projects and manage workload of Historic Preservation Team staff. Coaching HPT staff on standard ADOT practices for consistency in consultation process with all HPT staff. Assist HPT staff with problem solving on critical project issues insuring all Standards of Work and NEPA and Secretary of Interiors requirements are met.

Manage cultural resources duties and consultant oversight for certain major projects as needed. Validate Consultant billings are appropriate and work meets all deliverable requirements. Attend project meetings, lead HPT team meetings, meet with the State Historic Preservation Office (SHPO) and Tribes.

Oversee staff training and prepare and conduct training for cultural resources. Attend training. May drive a State Vehicle during the course and scope of position responsibilities as well as participate in overnight travel and lodging. Meeting with Cultural Resources Program Manager to discuss critical project issues and staffing challenges. Provide back-up to staff; miscellaneous other duties and AMS goals.

Selective Preference(s):

Three years of progressively responsible experience in transportation development or environmental planning including the direct supervision of staff.

Masters degree in Anthropology with a specialty in North American archaeology and experience in the archaeology and prehistory of the American Southwest, or an equivalent combination of education and experience.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Current valid driver’s license.

Meet the Secretary of the Interior’s Qualifications Standards in archaeology or closely related field.
